When you drag out guide in Illustrator while their visibility turned off  (Ctrl ; ) then  turn it on by ( Ctrl; ) .

If you use the short cut the ‘invisible’ guide you just dragged out, should appear for you.

You can adjust a guide’s position with the Move tool.
